Solution

To check if all values in a Pandas Series are NaN:

s = pd.Series([np.nan, 5, np.nan])
s.isnull().all()
False

Explanation

We first call the Series' isnull() method to get a Series of booleans where True indicates the presence of NaN:

s.isnull()
0 True
1 False
2 True
dtype: bool

We then call the Series' all() method, which returns a single boolean indicating whether or not all the values in the Series are True:

s.isnull().all()
False
